By a coincidence the raw beginning of this book are as old as the failure of parliamentary democracy in Pakistan. Towards the end of 1958 I was asked to address the Department of Governments senior Research seminar at the university of Manchester on the break down on constitutional government in Pakistan. The paper that I prepared for the occasion was the first of the efforts from which this study has gradually taken shape. Two more seminars in the political institutions of the commonwealth series at the institute of commonwealth studies of the university of London given by me in 1960 added some substance to the matter.
